The Navy's Naval Surface Warfare Center Carderock (NSWCCD) intends to award a sole-source contract to Precision Environments Inc. for the demolition and replacement of two air handling units (AHUs) and the installation of auxiliary equipment in support of a cleanroom. The justification for sole-sourcing is based on Precision Environments' unique expertise as the original equipment manufacturer (OEM) and their 30 years of experience maintaining the cleanroom. The contract is expected to be awarded in fiscal year 2026, with all work completed in the same year. The government will ensure that the contract file is documented regarding any responses received from making the justification available on the government point of entry (SAM. gov). The procuring contracting officer will ensure that all services are procured at a fair and reasonable price, using information from internet research, prior HVAC work, and contract specialists. The NSWCCD will conduct market research at the end of the new AHUs' estimated 30-year lifespan to determine if other manufacturers meet the Navy's requirements.

The contractor must have experience installing and maintaining fire alarm systems, possess NICET level II or III, fireworks manufacturer certification, ETS 3 and ETS 4 certifications, and be licensed in Colorado. Relevant permissions, licenses, and approvals must be provided with the quote, including English translations.
