Bids are requested for the renovation of the lower level of the Phoebe Terrace apartment building in Allentown, PA. Bidding documents are available electronically on PennBid. Questions must be submitted electronically via PennBid by September 23, 2025, 4:00 PM EDT. The bid closing date is September 30, 2025, 4:00 PM EDT. The project is subject to Pennsylvania prevailing wage labor rates, certified payrolls, trade practices act steel and aluminum, PA steel products procurement act, payment and performance bonds, and other items as set forth in the project manual. Non-mandatory pre-bid meetings will be held from September 2nd through September 15th, 2025. Bidders must submit bids on standard proposal forms and include all required documents. This is a solicitation for the installation of artwork and displays at Wright-Patterson Air Force Base (WPAFB). The project will be awarded on a competitive basis using total project cost. The contractor will be responsible for all supervision, labor, materials, equipment, and certified electrician to hook up the wall features to building power, including transportation. The contractor must provide a contract manager, project manager (with 3+ years experience), and licensed electrician. A complete list of personnel, including deliverymen, must be submitted, including valid identification. The contractor must be the authorized dealer of the proposed product manufacturer. The contractor will manage ordering, shipment, delivery, and installation of all new products. Customer service is required during normal duty hours (****, Monday-Friday, excluding federal holidays). The installation must begin no later than 14 weeks after contract award and be completed no later than 16 weeks. The government will provide artwork, and the contractor will be responsible for scaling, editing, printing, and installing the artwork in the frames. The contractor must protect flooring and surrounding areas during installation. The contractor must provide a final layout and bill of materials (BOM) that meets customer requirements and accommodates the physical environment. Site conditions, including access, parking, offloading, staging, utilities, and CAD drawings, are specified. The contractor must comply with all applicable federal, state, and local laws, codes, permits, DOD, AF, and base requirements. The contractor must maintain environmental controls and follow safety and security guidelines. The contractor must notify the contracting officer of any deviations from the standards and any requests for equitable adjustment to the contract price based on a condition not available at the site visit. The contractor is required to familiarize themselves with the requirements of the Voluntary Protection Program (VPP). Specific gate procedures and vehicle inspection requirements are detailed. The contractor must provide a complete list of personnel, including deliverymen, who will be expected to work on the installation. This list will contain privacy act information as required, as well as the expectation that each individual will be able to present a current and valid state/federal identification complying with the Real ID Act, to meet local Air Force security requirements.
