The construction contractor will pass through to the VA all warranties on all items procured. In addition, the construction contractor will provide a complete, service-warranty agreement contract prepaid for all costs including labor, parts, installation and time with zero deductible, minimum two year, with an additional two year option that may be exercised by the VA, on the following components: total fuel tank monitoring system, fuel dispensing system, fuel management system, total card reader system, and purchase pay fuel system.

Prior to commencing work, general contractor shall provide proof that an OSHA certified competent person CP 29 CFR **** will maintain a presence at the work site whenever the general or subcontractors are present.

Delays attributable to untimely and rejected submittals will not serve as a basis for extending contract time for completion.

The period of performance for this project is 540 calendar days from the notice to proceed.

The basis of award is a tradeoff between nonpriced factors and price. Factors are project schedule, past performance, and cost/price.

Offeror must be registered in SAM. gov and sbas vetcert at the time of submission of offer and prior to award. Offerors shall have no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past 3 years and have an EMR of equal to or less than 1. 0.

A pre-proposal site visit has been scheduled. Potential offerors are strongly urged and expected to inspect the site.

All RFIs are due: May 18, 2026, at 10:00 am PDT.

Proposals received after June 1, 2026, at 10:00 am PT may be rejected. Failure to provide required certifications or verify SDVOSB status can lead to ineligibility.

The magnitude of construction projects is between: $5,000,000 and $10,000,000.
