Capstan Government Bids & RFPs

This is a Request for Quotation (RFQ) for materials handling equipment, specifically a capstan. The solicitation will be available electronically, and hard copies are not provided. Specifications, plans, or drawings are also not available. All responsible sources are encouraged to submit a quote electronically if received in a timely manner.

This contract purchase order contains the requirements for repair and the contract quality requirements for the windlass capstan. The contractor must perform all inspection and testing requirements as specified in the original manufacturers specifications and drawings. The contractor shall submit all engineering change proposals in accordance with milstd973, paragraph **** and appendix d. Requests for deviations shall be processed in accordance with milstd973, paragraph **** and appendix e. Requests for waivers shall be processed in accordance with milstd973, paragraph **** and appendix e. The material supplied under this contractpurchase order is intended for use on submarinesurface shipsand therefore shall contain no metallic mercury and shall be free from mercury contamination. Marking packaging and marking shall be in accordance with best standard commercialpackaging for overseas shipment. The contractor is responsible for the performance of all inspection requirements as specified herein. The government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Records of all inspection work by the contractor shall be kept complete and available to the government during the performance of contractpurchase order and for a period of 365 calendar days after final delivery of supplies. The contractor shall perform all inspection and testing requirements as specified inthe original manufacturers specifications and drawings. The contractor shall use the following information when submitting payment requests and receiving reports inwawf for this contract or task or delivery order: document type, document routing, and wawf payment instructions. The contractor shall ensure a payment request includes documentation appropriate to the type of payment request inaccordance with the payment clause, contract financing clause, or federal acquisition regulation ****, allowable cost and payment, asapplicable. The contractor shall ensure a receiving report meets the requirements of dfars appendix f. The contractor shall label the item package unit container of any hazardous material to be delivered under this contract in accordancewith the hazard communication standard 29 cfr **** et seq. The contractor shall also comply with milstd129, marking for shipment and storage including revisions adopted during the term ofthis contract. The contractor shall provide a unique item identifier for the delivered items. The contractor shall deliver all items under a contract line, subline, or exhibit line item. The contractor agrees to begin promptly negotiating with the contracting officer the terms of a definitive contract that will include 1 all clauses required by the federal acquisition regulation far on the date of execution of the undefinitized contract action 2 all clauses required by law on the date of execution of the definitive contract action and 3 any other mutually agreeable clauses, terms, and conditions. The offeror shall indicate whether the place of manufacture of the end products it expects to provide in response tothis solicitation is predominantly in the united states or outside the united states. The offeror is not required to complete the representation in this provision if the offeror has represented in the provision at ****, covered defense telecommunications equipment or servicesrepresentation, that it does not provide covered defense telecommunicationsequipment or services as a part of its offered products or services to the government in the performance of any contract, subcontract, or othercontractual instrument.

A government security clearance is required. If you are not the manufacturer of the material you are offering, you must provide an official letter and or email from the oem confirming that your company is an authorized distributor of their items.

Special marking and packaging shall be in accordance with P H S and T instruction navsea 05t1 06 and drawing **** and **** government security clearance is required.

The government intends to solicit and negotiate with only one source. Proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement) after the publication date will be considered. Companies can express their interest in doing business with NAVSUP by completing a vendor interest form.
