Responses to this IFB must be received July 17, 2026, 10:30 AM CT. The anticipated contract start date is September 1, 2026.

Payment will be made in accordance with the pricing provided on Exhibit C Pricing Sheet. Invoices must include the contract or purchase order number and describe the work completed in detail.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is five 5 years. The bidders personnel to be assigned to perform the services must be fully trained and, at minimum, have five 5 years relevant experience.

A mandatory onsite visit will be held on July 8, 2026, at 2:00 PM CT at the Abilene State Supported Living Center, **** Maple Street, Abilene, Texas **** is mandatory for bidders to be permitted to submit a response.

Failure to attend the mandatory onsite visit in person will result in the disqualification of a bidder. Bidders not listed on the attendance log will not be permitted to submit a response.

The historical spend for the same or similar services is $60,**** for the period 09/01/2025 through 08/31/2026.

The government will award a firm fixed price contract resulting from this combined synopsis solicitation to the responsible quoter whose quote, conforming to the synopsis solicitation, will be most advantageous to the government as determined by the solicitation evaluation criteria.

This acquisition is set aside for small business concerns. The applicable North American Industry Classification Standard code is **** Logging. The small business size standard is 500 employees.

Quotes are due no later than July 15, 2026, at 12:00 PM Mountain Time.

The government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The factors are technical capability, past performance, and price.

Offerors must have an active entity registration in the System for Award Management (SAM). They must also provide a technical proposal including timeframe, personnel, and a capability statement explaining experience in surveying, identification, and treatment of invasive plant species. Past performance for three relevant projects within the last three years is required.

Questions must be submitted via email by July 8, 2026, at 12:00 PM Mountain Time.

Failure to submit pricing for all line items may result in disqualification. Lack of SAM registration will make a contractor ineligible for award. Submitting a knowing false statement may subject the offeror to liability.

Delivery of goods, equipment, services, or other work is required to be made on or before the date specified herein. If a schedule is specified, county may direct expedited delivery, and the bidder shall be responsible for all related costs. No work is authorized until a purchase order is issued.

Compensation shall be paid based on unit pricing stated within the bid submission. Payment will be made upon full and faithful performance, acceptance of materials/work, and receipt of vendor invoices. No additional charges may be imposed unless expressly agreed to in writing.

Supplier warrants that all material, work product, and merchandise supplied shall strictly conform to specifications, be fit and serviceable, of good quality, free from defects, new, and not infringe on any third-party rights. A supplemental warranty for at least one year is also provided for correction of failures or defects.

Failure to deliver as specified may result in termination of the contract and disqualification from future contracts for at least two years. The county may procure work from other sources in case of default and hold the bidder responsible for excess costs.

Samples are required to be furnished by the bidder at the request of the purchasing director, at no cost to the county. Some samples may be retained for the life of the contract.

Failure to deliver as specified may result in disqualification from receiving future contracts for at least two years. Supplier certifies that they are not currently under suspension or debarment by any federal agency.
