The City of Portsmouth, NH is requesting sealed bids for playground improvements at Little Harbour Elementary School and the Portsmouth Early Education Program (PEEP). Bids must be submitted electronically via the eProcurement portal at www. ***. *. * by April 8, 2026, at 2:00 PM. Late responses will not be accepted. Project scope includes renovations, regrading for accessible play areas, new playgrounds, bike parking, and improved walkways. Work can commence after the notice to proceed. A non-mandatory pre-proposal meeting is scheduled for March 26, 2026, at 3:30 PM at Little Harbour Elementary School. The deadline for question submission is March 30, 2026, at 4:30 PM, with responses due by April 2, 2026, at 4:00 PM.

This is an addendum to the West Towne Path Phase 2B tender. It provides responses to bidder questions regarding the project schedule, environmental documentation, agency coordination, utility involvements, guardrail requirements, pedestrian and bike facilities, fiber optic communication design, aesthetic treatments for walls and railings, parking lot connections, connector paths, drainage calculations, fence replacement, wall termination, storm discharge, WisDOT structure numbers, and the provision of CAD, survey, and utility files. The state letting is scheduled for March 14, 2028, with construction expected in Summer 2028. Environmental documentation and commitments are not yet completed and will not be completed before the RFP process is complete. Coordination with various agencies (WisDOT, WDNR, USFWS, Wisconsin tribes, Dane Co Historical Society) has or will be started. No railroad coordination is expected. Initial utility verification notices and maps have been sent out. Guardrail is assumed to be required based on proximity to the highway. A separated facility for pedestrians and cyclists is preferred, and 30 plans should be utilized. Existing WisDOT buried fiber along the beltline shoulder will likely be impacted. The West Towne Path Ph 2A high point Rd to Zor Shrine Pl project can be used for comparison of aesthetic treatments. Discussions with property owners for parking lot connections have begun. Preliminary profile and cross sections have been developed. Drainage calculations have not been performed, and wall heights and swale dimensions will need to be determined as part of final design. The fence will be replaced in kind, and another fence may be required between the path and the beltline. Structural work on the transition of the new wall to the existing wall is expected. Stormwater will need to run the length of the project and discharge into city storm sewer. The city is neutral on obtaining WisDOT structure numbers for each wall. All CAD, survey, and utility files will be shared with the awarded design consultant after contract awarding.
