Pima County is soliciting bids for helicopter turbine engine parts, special tools, and service for the Sheriff's Department. The contract will establish a supplier for FAA PMA approved aviation parts for an **** Astar helicopter with a Safran Arriel 2D engine. Bids are due and will open on June 18th, 2026, at 2:00 PM MST. Contractors must be FAA certified repair stations and have a current safety management system with a drug policy. The contractor shall warranty all parts, material, and labor for at least six months. Defective products must be replaced within 24 hours. All items must be current production models, new and unused unless otherwise specified. Documentation requirements include manufacturer's warranty, manuals, and safety data sheets. Pima County values sustainable practices. Payment terms are Net 30 days. Insurance requirements include Commercial General Liability, Business Automobile Liability, Workers Compensation, and Professional Liability. A performance bond is not applicable. Small Business Enterprise (SBE) preference may apply if federal funds are not used and an SBE certificate is provided. Protests can be filed according to Pima County procurement code. The contract is non-exclusive.

The standard payment term is Net 30 days, effective from the date of a valid invoice document and commencing upon the later of the receiving county department receiving goods or services into the county's payment system or county financial operations receiving and verifying the contractor's invoice.
The contractor shall warranty all parts, material, and labor pursuant to FAA/PMA guidelines, including workmanship, for at least six months from the date of acceptance by Pima County.
County will tabulate responses that are responsive and responsible to determine which are most advantageous to County considering the specifications stated in the offer agreement and other relevant factors.
Contractor minimum qualifications include being a Federal Aviation Administration (FAA) certified repair station and a Safran Arriel 2D Level 3 repair/inspection facility, and having a current safety management system in place that includes a drug policy for current employees.
A pre-bid conference will be held via an MS Teams meeting, and attendance is optional and encouraged.
The bid notice does not mention the submission of samples.
An interested party may file a protest regarding any aspect of a solicitation, evaluation, or recommendation for award. The five-day period to file a protest of the award will be measured from the date the notice of recommendation for award is posted on the BidNet portal.
Offerors' failure to comply with the solicitation requirements, including but not limited to submittals that do not contain all documents, or that modify the solicitation requirements, may be cause for County to reject offeror's bid as non-responsive and not evaluate it.
