Proposals must be submitted in separate Adobe Acrobat PDF format, limited to 9 MB total email size. One non-redacted and one redacted version (removing company information) are required. Electronic verification of receipt is provided. Late proposals will not be accepted. Proposals are valid for 90 days following the deadline, and any extension granted. Evaluation uses a point method. NWSA may request clarifications or additional information. Selection may be based on initial evaluation criteria alone or a shortlist for interviews and reference checks. Final selection based on cumulative score. News releases require prior NWSA approval. All costs incurred by proposers. Bidders protesting must file a written protest within two business days of the event, including specific factual and legal grounds, supporting documents, notice to apparent low bidder, and specific relief requested. NWSA will consider the protest and may provide other affected bidders the opportunity to respond. Final decision within six business days (or three if only one protest). Failure to comply with protest procedures results in waiver. Timely and proper compliance with protest procedures is a condition precedent to judicial consideration.
