Platform One (P1) is soliciting information from qualified vendors for cybersecurity services. Vendors with awardable solutions on the P1 Solutions Marketplace (P1SM) are encouraged to submit their solution title and/or P1SM URL link to the contracting and technical points of contact by 5:00 PM CST on Wednesday, April 17, 2025. Vendors without existing awardable solutions on the P1SM should submit a video submission via the P1SM industry portal. Submissions are due by April 30, 2025. This is an RFI, not a formal request for proposal (RFP) or request for quotation (RFQ), and does not constitute a commitment by the government. Responses are not offers and cannot be accepted to form a binding contract.

Deadline for receiving applications: Monday, April 21, 2025, 5:00 PM AZ time. Virtual artist information session: Thursday, April 3, 2025, 11:00 AM - 12:00 PM AZ time. Deadline for emailed questions to the procurement officer: Monday, April 7, 2025, 5:00 PM AZ time. Project involves designing 6-8 site-specific artwork panels for laser-cut metal banners to be installed on light poles along Bell Road. Budget for design and fabrication oversight is $30,000. Applications must be submitted online via publicartist. org. Evaluation criteria include demonstrated artistic quality, potential for impactful design, community engagement experience, and experience with similar projects. Eligibility is open to professional Arizona-based artists or artist teams, ages 18 and older. City of Phoenix employees and arts and culture commissioners and their immediate family members, and selection panelists and selection panelists immediate families, are excluded from participating. Proposals must be submitted in separate Adobe Acrobat PDF format, limited to 9 MB total email size. One non-redacted and one redacted version (removing company information) are required. Electronic verification of receipt is provided. Late proposals will not be accepted. Proposals are valid for 90 days following the deadline, and any extension granted. Evaluation uses a point method. NWSA may request clarifications or additional information. Selection may be based on initial evaluation criteria alone or a shortlist for interviews and reference checks. Final selection based on cumulative score. News releases require prior NWSA approval. All costs incurred by proposers. Bidders protesting must file a written protest within two business days of the event, including specific factual and legal grounds, supporting documents, notice to apparent low bidder, and specific relief requested. NWSA will consider the protest and may provide other affected bidders the opportunity to respond. Final decision within six business days (or three if only one protest). Failure to comply with protest procedures results in waiver. Timely and proper compliance with protest procedures is a condition precedent to judicial consideration. NWSA encourages participation by MWBE firms certified by the Office of Minority and Women's Business Enterprises (OMWBE). Proposals are public documents after evaluation, negotiation, and award. Consultant must clearly identify any protected portions with words like confidential, proprietary, or trade secret. If a request for disclosure is made, the vendor will have 10 days to seek a protective order. The agreement is for water quality program support services (MS4 permit). Compensation is on a fully burdened, time and materials basis, not exceeding $100,000 without prior written approval. Consultant responsible for costs beyond the agreed amount without an amendment.
