The state reserves the right to send a representative to the printing plant for final approval of the form. after final proofs of this application have been approved, the vehicle services department reserves the right to send a representative or representatives to the printing plant of the successful bidder for final approval of the form, including color and density of the color of the inks on the form at the time of the get ready and start up of the press.

Protests related to specifications must be received no later than 14 days after the solicitation was posted. Protests related to rejection of bids or awards must be received within 7 days after the protesting party knew or should have known of the facts. for protests related to specifications, the protest review office must physically receive the protest no later than fourteen 14 days after the solicitation or related addendum was posted to the bulletin.

Contractor employees must complete Level I awareness training, iWatch training, and OPSEC training. all contractor employees, to include subcontractor employees, requiring access to government installations, facilities andor controlled access areas shall complete the training listed in paragraphs 1. 2. 1 through 1. 2. 3 below.

The COR, MEPS Commander, or designated representatives will inspect facilities where meals are prepared at unannounced times. he contractor shall ensure facilities are available for inspections.

Vendors must currently operate as functioning commercial distributors and affirm their role as direct distributors.

Delivery will be made within 2 days after receipt of order, but do not ship until called for by the agency.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later. Discounts for payment made within 30 days will be accepted but will not be an award consideration.

The manufacturers standard warranty will apply unless otherwise specified in the solicitation.

It is the intent of the state to award this contract on an all-or-none basis to the overall lowest responsive, responsible bidder meeting the specifications.

All vendors must be registered in the LAGov system in order to submit an online bid, have their bids tabulated, and receive automatic email notifications of bid opportunities.

Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default and may cause cancellation of the contract. The state reserves the right to purchase on the open market and charge the contractor for excess costs.

Bids may be rejected if they contain no signature, are not submitted on the states standard forms, or if the bidder has been convicted of certain felonies related to contract bidding.
