Austin Peay State University is seeking bids for charter flight services for its athletic teams. The service requires transporting approximately 150 passengers and team equipment. Bids are due by June 17, 2026. Award will be based on the lowest responsive and responsible bidder, considering best value. Vendors must provide references, fleet information, safety ratings, and proof of FAA certification (CFR 14 part 121 or 135). Insurance requirements include workers compensation, commercial general liability, and aircraft liability. The contract term is three years, renewable for up to five years. Awarded vendors must respond to charter requests within 24 hours and provide substitute aircraft in case of mechanical issues. The institution is tax-exempt. Bidders must comply with NCAA legislation regarding student-athlete name or likeness. Minimum terms are net 30 days. Prepayment is not allowed. Documentation related to actual fuel costs and applicable charges will be required to process payment.
Award will be given to the lowest responsive and responsible bidders meeting all requirements. Selection may be based on best value considering price, availability, aircraft suitability, and operational requirements.
Bidders must be qualified air charter companies, hold CFR 14 part 121 or 135 certification, and provide references, fleet information, and safety ratings. Preference may be given to carriers with ARGUS Platinum or Wyvern Wingman ratings, or equivalent.
In case of vendor default, the institution may procure services from other sources and hold the defaulting vendor responsible for any resulting costs. If contractor is discovered to have breached the attestation regarding illegal immigrants, they shall be prohibited from supplying goods/services or submitting a bid to any LGI institution or other state entity for a period of one year.

All suggestions or objections regarding specifications/procedures must be made in writing and received by the ITB coordinator at least three (3) working days prior to the bid opening.
Failure to sign the quotation, late bids, failure to include reference information or unfavorable references, insufficient fleet/crew information, or indicating insufficiency in any area are grounds for rejection of bid.
