Delgado Community College is seeking a qualified company to perform financial aid verification services. The contract will be from July 1, 2026, through June 30, 2027, with the option to renew annually for up to two additional 12-month terms. Services include an intrusive communication plan, a web-based student and parent portal, SFTP Banner integration, and a dedicated call center. Bidders must have at least five years of experience in financial aid verification, be licensed, and operate in accordance with Louisiana laws. Three references from companies performing similar work are required. Bids must be submitted in writing by June 3, 2026, at 2:00 PM CST. Questions regarding the invitation to bid must be submitted in writing by May 27, 2026, by 12:00 PM CST. Addenda will be distributed to all bidders. Bids must be sealed and delivered to the purchasing office by the due date and time. Faxed or emailed bids will not be accepted. The bid will be awarded to the lowest responsive, responsible bidder. Payment will be made within 30 days from receipt of products in satisfactory condition or receipt of invoice, whichever is later, assuming no prompt payment discount. The vendor must be FISMA compliant and ensure their product is ADA compliant, including WCAG 2. 0 compliance at level A and AA. All verification and call center personnel must be employed by the vendor. The vendor must complete all verification processes at an average of 5 days. The contract may not be subcontracted. Termination clauses for cause, non-appropriation of funds, and convenience are included.
The bid must be submitted by June 3, 2026, at 2:00 PM CST. The contract for services will be from July 1, 2026, through June 30, 2027.
Payment will be made within 30 days from receipt of products in satisfactory condition, or within 30 days from receipt of invoice, whichever is later, assuming there is no prompt payment discount provision.
The bid will be awarded to the lowest responsive, responsible bidder as determined by the college.
Bidder must have at least 5 five years of experience in financial aid verification services, be licensed in accordance with the work performed, and operate in accordance with any required laws of the state of Louisiana. Three references are to be listed on the provided form and submitted with the bid. Bidder must also be registered with the Louisiana Secretary of State prior to the due date and time for the submission of bids.
In case of default by the contractor, the college reserves the right to purchase any or all items or services in default on the open market, charging the contractor with any excessive costs. Until these excessive costs are paid to the college, the contractor shall not do business with the college again.
All questions must be submitted no later than Wednesday, May 27, 2026, by 12:00 PM CST. A final 48-hour period after the issuance of the addendum will be granted for questions, which are directly related only to the answers provided in the addendum.
Errors or omissions in the bid may be grounds for rejection. Failure to acknowledge addenda will render the bid informal and cause its rejection. Bids received without the required information or after the due date and time will be automatically disqualified. Failure to comply with bid submission requirements will cause the bid to be disqualified.
