Fence Painting Government Bids & RFPs

Contractors must demonstrate the capability to meet critical elements including 24/7 emergency incident response, holding or obtaining the necessary facility security clearance (FCL) and clearing personnel to the secret level, and providing a highly qualified, dedicated on-site project manager with a minimum of ten years of experience in industrial operation and maintenance.

The contractor shall begin performance within 10 calendar days and complete it within 105 calendar days after receiving award, notice to proceed. This performance period is mandatory.

Payments shall be made in Malawi Kwacha. See payment terms in attached contract clauses. Final payment will not be approved or released until receipt of proper closeout documents.

The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier. This warranty shall continue for a period of 1 year from the date of final acceptance of the work.

The U. S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at a fair and reasonable price. The award will be based on initial proposals, though discussions may be held if needed.

Contractors must be registered in SAM or provide all required provisions outlined in the FAR clauses. The contractor shall be qualified or approved by the manufacturer to perform the work for the specified guarantee period.

If the contractor fails to comply with the requirements of the contracting officer under the schedule clause, the contracting officer may terminate the contractors right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract, or impose liquidated damages for any additional costs actually incurred by the government as a result of the contractors failure to meet the schedule.

A site visit is mandatory. The date for the site visit is August 6, 2026, at 10:00 AM. You must request permission in writing by sending an email expression of interest to ***@***. *. * on or before August 3, 2026.

Questions from the site visit are due by August 7, 2026.

Incomplete quotations will not be accepted. Offers providing less than 30 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.

It is anticipated that this project is in the price range between $50,000 and $150,000.

The bid opening is scheduled for August 18, 2026, at 11:00 a. m. The contractor shall complete the work within thirty (30) calendar days after the notice to proceed.

If the work is scheduled for completion in thirty (30) or less calendar days, the District will arrange for payment of the total contract price upon completion and approval. If the work is scheduled for completion in more than thirty (30) calendar days, the District will pay the contractor on a monthly basis. Five percent (5%) will be deducted and retained from each approved progress estimate.

The contract documents do not explicitly state a warranty period for the repainting work. However, the contractor warrants that all licenses and certifications required by law are currently held and valid.

The award will be made to the lowest responsible bidder properly qualified to carry out the contract.

Bidders must be financially sound, primarily in commercial grade painting contracting, hold a general contractors license and/or class C33 painting and decorating contractors license, have successfully completed a minimum of five projects within the last three years providing similar services, and be able to provide trained personnel.

If the work is not completed within the contract time, the contractor shall pay the District as fixed and liquidated damages the sum of a specified dollar amount per day for each and every calendar day of delay.

A mandatory pre-bid meeting will be held at the Eastvale Community Center on July 28, 2026, at 11:00 a. m. Bids will not be accepted from any bidder who does not attend the pre-bid meeting.

The document mentions Samples for initial selection and Samples for verification in the Painting Specification, requiring samples of each type of topcoat product and each paint system, color, and gloss.

Written questions from bidders are due August 4, 2026, at 5:00 p. m.

Bids lacking copies and/or proof of required licenses and certifications may be deemed nonresponsive and rejected. If there is a reason to believe that collusion exists among any of the bidders, none of the bids of the participants in such collusion will be considered.
