All services shall be performed by licensed, qualified propane HVAC technicians. All personnel shall be properly trained, licensed, and experienced in propane fueled heating systems and combustion analysis.

Proposals are due by 3:00 PM MT on July 30, 2026. Proposals not submitted by the designated opening date and time will not be accepted by RMPS.

Service providers warrant that all services performed will be done with the highest competence and care, and all materials and equipment will be new and of suitable grade. They also warrant against defects for twelve months after final acceptance. Phase 1 onsite evaluation is to be completed within sixty (60) business days from the date of contract award. Phase 2 deliverables submission (reports and quotes) must be delivered no later than thirty (30) business days after the completion of the onsite evaluation. Phase 3 onsite repairs are to be completed within one hundred eighty (180) days of government exercise of repair option. The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The contractor shall have a minimum of five (5) years of experience in the maintenance and repair of high-vacuum furnaces. Offerors must provide a narrative of their technical capability, including specialized expertise in refractory systems, combustion controls, and metallurgical knowledge. They must also verify possession of necessary tools and equipment and confirm registration for industrial equipment maintenance (NAICS ****). The contractor must have a minimum of five 5 years of experience in the maintenance and repair of high-vacuum furnaces.

All properly submitted and accurate invoices received from the contractors awarded will be paid in accordance with the DLBA's payment terms of net 30.

Contracts shall be awarded to vendors whose bid is the most responsive, in accordance with the criteria set forth in the RFQQ. Lowest price will not automatically receive the highest score.

Bids will only be considered from firms demonstrating a minimum of five 5 years of experience providing mechanical/HVAC work for residential structures, in similar scope and size to the RFQQ. Firms must have a valid, unexpired Builders license issued by the state of Michigan or State of Michigan HVAC Contractor license and a valid, unexpired City of Detroit Contractor license.

Failure to comply with the instructions of this RFQQ will be cause for rejection of submittals. Late bids will not be accepted.
