This is a solicitation for construction services to repair an existing concrete foundation and brick barbeque grill at the Defense Supply Center Richmond (DSCR). The project involves demolition, site preparation, foundation construction, and BBQ grill rebuilding. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the statement of work and the solicitation.
All contractors submitting proposals must demonstrate a minimum of five years of relevant experience in similar projects. They should demonstrate expertise in concrete foundation installation and possess certifications relevant to erosion control or environmental engineering. Familiarity with Department of Defense construction standards and Unified Facilities Criteria (UFC) is essential. All personnel must be OSHA certified and trained in federal environmental compliance. Contractors must be capable of obtaining base access clearance and adhering to DSCR security protocols.
The bid notice mentions that liquidated damages shall be assessed for noncompensable delays wherein the work is not accepted prior to the scheduled completion date in accordance with the scale provided by DCAS as determined by total contract value.
A site visit will be held on 04/08/2026 at 10:00 AM. In order to attend the site visit, interested parties must follow the instructions for pre-enrollment in DBIDS at least 5 business days prior to the site visit.
