Proposals will be ranked on the basis of familiarity with municipal water rights, general qualifications, specific qualifications, experience with similar service contracts, and water rights consulting reference documents.

Proposals should address the firm's prior experience dealing with hydrogeological water supply and water rights issues for municipalities in New Mexico, members of the firm who will take primary responsibility for the work, qualifications of individuals assigned to the project, a list of three similar service contracts, and a water rights consulting reference document.

The procurement code imposes civil and original penalties for its violation, and the New Mexico criminal statutes impose felony penalties for illegal bribes, gratuities, and kickbacks.
