This is an open enrollment opportunity for Independent Living Services for Older Individuals Who Are Blind (ILS-OIB) to be provided to vocational rehabilitation (VR) customers served by the Texas Workforce Commission (TWC). Services are for individuals aged 55 and older with significant visual impairment. Services are provided in person and must be authorized by the TWC VR OIB worker. Providers must meet staff qualifications and adhere to the VR Standards for Providers (VRSFP) manual. Applications are submitted through the TWC Procurement Portal. The open enrollment period is from May 18, 2026, to November 16, 2026. TWC reserves the right to close the solicitation sooner if sufficient applications are received.

All IL skills trainers must have a bachelor's degree in a related field and one year of work experience in rehabilitation teaching, rehabilitation, or education of people with disabilities, or two years in general education. Preference is given to candidates with experience providing individual, hands-on training to blind and visually impaired individuals. all il skills trainers must have accomplished the following: earned a bachelors degree from an accredited college or university with a concentration in rehabilitation, education, psychology, sociology, or a related field and obtained: o one year of work experience in rehabilitation teaching, rehabilitation, or education of people with disabilities
If the provider fails to perform in accordance with the contract, TWC may take adverse action, up to and including termination. if the provider fails to perform in accordance with the provisions of the contract, twc may upon written notice to the provider, take adverse action against the provider, up to and including terminating the contract in whole or in part.
Failure to comply with communication restrictions, submitting incomplete applications, or having conflicts of interest can lead to disqualification. failure to comply with these restrictions may result in disqualification of applicants application.
