The acquisition is a total small business set-aside. Vendors should include a valid cage code and have an account in Wide Area Workflow (WAWF).

Proposals are due no later than September 1, 2026, 3:00 p. m. PDT.

The contract will be a cost-reimbursement contract. Monthly invoices must be submitted with a breakdown of actual expenditures. Payment is contingent upon timely submission of required program documentation and performance reports.

Proposals will be evaluated based on responsiveness to minimum requirements and a consensus scoring methodology by an evaluation committee. Specific criteria and point values are detailed in the RFP.

Applicants must have state or federal recognition, be registered with the California Secretary of State, not be debarred or suspended, and provide evidence of insurance. They must also demonstrate a documented history of similar service delivery for at least three years, interagency collaboration experience, and place-based experience within the community.

A mandatory bidders conference is scheduled for August 14, 2026, at 10:00 a. m. via a virtual meeting.

The last date to submit written questions is August 28, 2026, no later than 3:00 p. m. PST. Appeals must be submitted in writing no later than 7 days after the close of the solicitation.
