The contractor shall complete all tasks within 122 calendar days after receiving award, notice to proceed. The period of performance is 07/31/2026 to 11/30/2026.

Payment will be made by the Bureau of Reclamation. Progress payments will be made monthly as work proceeds, based on estimates of work accomplished. Final payment will be made upon completion and acceptance of all work.

The contractor shall provide a 30-year manufacturer's warranty and a minimum 2-year contractor workmanship warranty.

The government anticipates awarding one firm fixed-price purchase order. Offerors are advised to submit proposals that reflect their best pricing and technical approach.

All personnel must be qualified for their assigned tasks. Asbestos abatement workers must be certified if required. EPDM installers must be manufacturer certified. Site safety representative must have OSHA 30-hour construction training.

A pre-bid site visit will be held on July 15, 2026, at the Shadehill Dam, beginning at 1:00 PM Mountain Time. Attendees are to provide and wear safety boots, hard hats, safety vests, and fall protection/safety harness.

Offers providing less than 0 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.

The estimated magnitude of this proposed construction project is between $25,000 and $100,000.

Bids are due by 2:00 PM on Wednesday, August 5th, 2026.

The city shall retain 5% of the estimated value of the work done and materials on hand, and shall monthly pay the contractor the balance not retained, after deducting all previous payments and sums to be kept or retained.

A surety bond in a penal sum of ten percent (10%) of the amount of the contract is required as warranty security for the correction of deficiencies during the specified guaranty period.

The contract will be awarded to the lowest responsible bidder whose proposal complies with all the requirements prescribed.

Bidder shall certify that he is licensed under the provisions of chapter 9, division 3 of the business and professions code of the state of California to do the type of work contemplated and is skilled and regularly engaged in the general class and type of work called for.

The contractor shall forfeit two hundred dollars (****) to the city for each calendar day or portion thereof, for each worker paid less than the prevailing rates.

An optional site visit will be scheduled for 10:00 a. m. on Wednesday, July 22nd, 2026, due to the site being locked and secured.

All questions regarding this project shall be in writing and submitted through BidNet no later than 4:00 p. m. on Wednesday, July 29th, 2026.

Proposals may be rejected if they show any alterations of form, additions not called for, conditional bids, incomplete bids, erasures, or irregularities of any kind. More than one proposal from an individual, firm, or corporation under the same or different names will not be considered.

Proposals must be received no later than August 18, 2026, at 1:00 PM Mountain Time. New equipment installation is scheduled to be completed on or before March 1, 2027.

All payments to YVRA shall be calculated and made monthly. A minimum annual guarantee (MAG) of $62,000 per year, increasing 3% annually, is required. Proposers must also propose a percentage of gross advertising revenues to be paid to the county in excess of the MAG.

Proposers must be professional, qualified, and experienced firms. They must demonstrate qualifications to perform the work, including financial data, previous experience, and authority to conduct business in the state. A minimum of three company references and three project manager references from similar projects are required.

Protests must be submitted in writing and received by the county representative on the earliest of seven 7 working days after the aggrieved person knows or should have known of the facts giving rise thereto or ten 10 days after award. Protests based upon restrictive specifications or alleged improprieties must be filed no later than three 3 days prior to proposal opening or the closing date for receipt of initial proposal responses.

Any contact initiated by any proposer with any county representative, other than the designated representative, concerning this RFP is prohibited and may cause disqualification. Late proposal responses will not be accepted.
