Certificate Management Government Bids & RFPs

The entire and complete quote, composed of volumes I through III, shall be submitted through email to all individuals stated in 1. 1 Point of Contact POC, no later than May 26, 2026, 4:00 PM CET. The government recommends submission of the quote prior to the closing date, to ensure the entire quote is received on time and considered for award. Late submissions or submissions via other means will not be accepted.

Award to the offeror whose quote represents the best value to the government based on the evaluation criteria set forth in this RFQ.

Offerors are required to meet all request for quote RFQ requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. The offeror shall submit a MCP that clearly describes how the offeror intends to successfully manage operational tests, maintain, repair, and inspect barrier, tire killer, bollard, and gate systems. The offeror shall submit valid certificates of competency trained to work on Heintzmann Industries systems of the employees being intended to perform the solicited services.

Questions/comments for the solicitation must be submitted via email to the CO and CS not later than, May 18, 2026, 4:00 PM CET to ensure government consideration.

Failure to meet a requirement may result in an offeror being ineligible for award. Quote contents that exceed the stated page limitations will be removed from the quote by the CO prior to turning the quote over to the government evaluation teams, and will not be considered in the evaluation. In the event that any files are corrupted or unreadable, the government may request the offeror to resubmit the electronic media. Offers not submitted in euro and offers who submit for partial or incomplete clins x001 through x004 may not be considered for award.

The estimated total value for this acquisition is USD 12,500,****.

The closing date for submission of proposals is June 10, 2026.

The bid requires a certificate of familiarity, a noncollusion affidavit, and a vendor application.

The deadline for submissions is June 17, 2026, at 11:00 am EDT. The project includes pickup and disposal of recycling materials between the hours of 7 am and 1 pm.

The bid requires a bidder qualification questionnaire, bidder's affidavit, proposal bid form, bid bond or certified check, and non-collusion affidavit.

The bid notice does not require sample submission.

Questions are due by June 12, 2026, at 12:00 pm EDT.

Sealed bids must be received no later than 11:00 AM on Wednesday, June 3, 2026.

The board of selectmen may accept the bid, which in its sole discretion, it determines to be in its own best interest, or it may reject any or all bids.

The successful bidder will be required to submit a certificate of insurance and a signed indemnification certificate. They shall also furnish all licenses and permits in connection with its work and will arrange for and make all inspections and tests required thereby.
