On-time delivery is essential. Contractor must provide a guaranteed delivery date or interval period from order release date to delivery. Offerors must be qualified, responsible, and willing to provide the items requested. If the contractor fails to fulfill the terms of the contract in any month, one half of the prorated monthly charge will be deducted and forfeited from the next contractor payment.
