This Request for Proposals (RFP) from the City of San Leandro seeks qualified consultants to develop the Plan, Specifications, and Estimate (PSE) for the Uncontrolled Crosswalk Enhancement Project. The project aims to improve pedestrian safety at seven uncontrolled crosswalk locations within the city, utilizing federal Highway Safety Improvement Program (HSIP) funding. The award will result in a fixed-price consultant services agreement. Key responsibilities for the selected consultant include project management, stakeholder and utility coordination, and the development of PSE packages at 35%, 65%, and 100% completion stages. The evaluation will consider technical merit, experience, and local business preference. The selected consultant must also comply with the City's Living Wage Ordinance and provide specified insurance coverage.
The deadline for proposal submittal is April 22, 2026, at 3:00 p. m. Pacific Time. Proposals are to be submitted electronically via email. The email datetime stamp will be proof of receipt, and late proposals will not be considered.
The City agrees to pay the consultant a sum not to exceed a specified amount for services rendered. Invoices are to be submitted no more than once a month, and the City shall have 30 days from receipt of a compliant invoice to pay. Final payment of the last 10% is due within 60 days after completion of services and submittal of a final invoice.
Proposals will be evaluated on a point system (**** points) based on the following criteria: Scope of Services (30 points), Technical Expertise (30 points), Organization and Approach (20 points), Staffing Plan and Availability (15 points), and Ability to meet or exceed San Leandro Business Preference (5 points). Proposer interviews may also be conducted and evaluated.
Proposers must demonstrate understanding of the RFP objectives, project needs, appropriate deliverables, and schedule. They must also showcase technical expertise, a strong project management approach, an adequate staffing plan with qualified personnel, and an ability to meet or exceed local business preference goals.
The contract includes provisions for penalties related to public works requirements, specifically for violations of hours of labor regulations (25 for each worker per day) and for failure to pay prevailing wages (determined by the labor commissioner). Failure to comply with the Living Wage Ordinance can result in fines up to $5,000 and/or termination of the agreement.
The RFP does not require the submission of samples.
