The government will award the purchase order to the responsible offeror whose offer will be most advantageous to the government utilizing the tradeoff process with the factors listed below. nonprice factors, when combined, are more important than price.

The offeror must provide all parts as new approved parts and confirmation that a certificate of conformance will be provided. all parts shall be new approved parts.

Failure to provide the items listed, such as new approved parts, will result in not being considered for award. if the offeror does not provide the items below, they will not be considered for award.

Invoices for services provided shall be submitted directly to the districts accounts payable department within thirty 30 days of completion of services.

Vendors shall specify manufacturer tire warranties, road hazard coverage, workmanship warranties, retread warranties, repair warranties, and labor warranty on repairs and installations.

The evaluation committee will score submissions using the criteria that follows: pricing and discounts, service capabilities response times, inventory availability capacity, experience qualifications, warranty coverage, references.

All vendor submissions must include: have been regularly engaged in tire replacement and related services for a minimum of three 3 years, demonstrate experience servicing commercial or governmental fleets, possess all applicable certifications and licenses required by applicable state and local authorities, maintain the required insurance coverage, provide three satisfactory references, and have no disqualifying safety violations within the last three years.

Questions regarding this rfp must be in writing and may only be directed to the district via bidnet any time after the issuance of this rfp through and including 2: 00 p. m. mt on october 1, 2026.

Communication with a district employee other than the procurement agent named below may disqualify your proposal from consideration.

Payment for pipe shall be per linear foot as bid for each method and size installed, and shall include trenching or boring, bedding, pipe, restraint devices, thrust blocking, tracer wire, warning tape, backfill, cleanup, flushing, connections to existing main, abandonment of existing lines, plugging existing mains, hard material excavation, and incidentals required for complete installation.

The contractor will be responsible for returning to the job site to repair any settlement of backfill that occurs during the threeyear maintenance period.

It shall be contractors responsibility to visit the proposed construction site to verify site conditions.
