Proposals are sought from qualified contractors.

Work shall be completed 365 calendar days after notice to proceed is issued via email or other communication method.

The contractor agrees to employ only orderly, competent, and knowledgeable workers, skillful in performance of the type of work required under this contract.

Substantial completion is due by August 24, 2026, and final completion by September 22, 2026.

Award will be made to the responsible offeror that submits a responsive quote whose quote will best serve the interest of ODOT by taking into account price as well as any other applicable factors such as experience, expertise, product functionality and suitability for a particular purpose.

Offeror must be licensed with the State Construction Contractors Board (CCB) prior to bidding and certified with the Oregon Health Authority Lead-Based Paint Program (LBPP). Offeror must also demonstrate available resources and expertise, and have a satisfactory record of performance on similar contracts.

Liquidated damages will apply to the contract resulting from this RFCQ for failure to complete the project by the substantial completion date.

No pre-quote conference will be held.

Deadline for requests for change, requests for clarification, requests for approval of equivalents, and questions is 7 calendar days prior to the closing bid opening date.

Offerors may be rejected if they have liquidated and delinquent debt owed to the state, have been debarred or disqualified, have had contracts terminated for default, have lawsuits filed against them, have been criminally or civilly charged, indicted, or convicted in connection with public contracts, have outstanding judgments, are experiencing financial distress, or have filed bankruptcy.

All work in line items 1-8 is to be completed by September 30, 2026. Bidders must possess a State of Michigan boiler repair license in class III or IV, a National Board R stamp holder, and a working ASME quality controlled shop with boilermaker tools and extensive experience in locomotive pressure vessel repair. If the contractor is in breach of any provision of this contract and such breach continues for fourteen 14 days after written notice, the county may terminate the contract, and the contractor shall be responsible for all costs incurred by the county as a result of the breach and termination. he contractor shall be responsible for all costs incurred by the county as a result of the contractors breach and termination
