Winston-Salem/Forsyth County Schools (WSFCS) is seeking proposals for K-12 English Language Arts instructional materials. Materials must align with North Carolina ELA Standards and the science of reading, avoiding three-cueing models. Publishers must provide student and teacher materials (print and digital), assessments, intervention resources, and professional learning support. Proposals can be for a K-12 program or separate K-5 and 6-12 grade bands. Key evaluation phases include rubric review, presentations, vendor videos, sample material review, vendor fairs, and final selection by the WSFCS Board of Education. Proposals are due July 23, 2026. Questions are due July 16, 2026.
Proposals are due by July 23, 2026, at 2:00 PM EST. Sample materials must be provided by August 17, 2026.
Payment terms are net not later than 30 days after receipt of correct invoice or acceptance of goods, whichever is later.
WSFCS intends to award to the bidder who best matches the needs of the district, considering price, quality, reputation, performance, conformity with specifications, suitability, related services, and delivery dates.
Vendors must have the proper license as required under North Carolina laws. They must also certify they are not debarred, suspended, or declared ineligible from covered transactions.
There will be no pre-bid conference for this RFP.
Sample materials must be provided by August 17, 2026, and will be reviewed by schools using a district rubric.
Failure to sign the bid before submittal, late bids, or bids not submitted with required information on the outside of the sealed package will result in rejection.
