City of Manchester is seeking proposals for a Design-Build Soccer Field Conversion project at Sheehan Basquil Park. The project includes designing and constructing one **** soccer field and two U9U10 soccer fields, along with fencing, drainage, irrigation, and player amenities. All work must be completed within the same growing season for sod installation. Proposals are due by June 25, 2026, at 1:00 PM. A non-mandatory pre-submittal conference will be held on June 10, 2026. Prequalification is required for proposals exceeding $250,000. Proposals will be evaluated based on experience, schedule, cost, approach, and references. A bid bond of 5% of the total proposal is required.
All work must be completed in time for sod to take root in the same growing season. Respondents must include a detailed construction schedule with milestones for design, permitting, procurement, construction, and sod installation.
Payments shall be made within 45 days of delivery and acceptance of contracted items/services or within 30 days upon receipt of a verified claim for payment. The city will only make payment for work or materials completed or received. Invoices should be emailed to kwaldo@manchesternh. gov.
A minimum of one 1 year warranty for all work, including labor, equipment, and material installations, is required. The contractor guarantees that all warranties of merchantability and fitness for a particular purpose shall remain in force and not be disclaimed.
Proposals will be evaluated based on demonstrated experience with athletic field design and construction, ability to meet seasonal deadlines for sod establishment, cost competitiveness, understanding of project constraints and approach, quality and clarity of proposed schedule, and references and past performance.
If the proposal amount exceeds $250,000, respondents must be prequalified. Prequalification requires not having defaulted on contracts within three years, maintaining a permanent place of business, having adequate personnel and equipment, suitable financial status, appropriate technical experience, registration with the Secretary of State in New Hampshire, satisfactory performance on previous similar contracts, and not having failed to complete previous contracts on time.
Liquidated damages apply for failure to meet deadlines. For substantial completion, the contractor shall pay $200 for each day that expires after the due date. For completion of remaining work after substantial completion, the contractor shall pay $500 for each day that expires after the due date.
Respondents are encouraged to visit the site and conduct a thorough visual examination. Site visits should be arranged by the respondent and completed at least twenty-four 24 hours before the question deadline. Attendance at the pre-submittal conference is encouraged but not required.
All questions must be received no later than 10 am, seven 7 business days before the submission deadline. Questions received less than seven days prior to the date for opening of proposals may not be answered.
Proposals may be rejected if they are nonconforming, nonresponsive, unbalanced, or conditional. Proposals that add terms or conditions, take exceptions to RFP provisions, or attempt to alter contract documents may be rejected as nonresponsive. Negligence in preparing the proposal does not confer a right to withdraw after opening.
