The government reserves the right to select all, some, one, or none of the proposals, and to make awards without discussions or with discussions if in the government's best interest. All technical reports will be reviewed by the appropriate authority to determine the distribution statement prior to distribution. A request for public release must be submitted to SDA, including document information, SDA program manager/CORA/contract agreement number, and contractor/awardee information. A 4-week processing time is allowed for processing due dates. Unusual electronic file formats may require additional processing time. All submissions must be in English, with 12-point font and 1-inch margins. Executive summaries are encouraged in advance of submitting abstracts or full proposals. Proposals must be submitted in two volumes: Volume I (technical and management proposal) and Volume II (cost proposal). Specific page limits apply to each section. Cost sharing is not required but will be considered. All administrative correspondence and questions should be directed to the specified email address. Executive summaries and proposal abstracts are due by December 1, 2025, and full proposals are due by January 14, 2026. Submissions received after these dates may not be evaluated. SDA will acknowledge receipt of all submissions. Submissions will not be returned. An electronic copy of each submission will be retained at SDA. Conforming proposals will be evaluated using criteria listed in descending order of importance. Evaluators will base their conclusions only on information contained in the proposal. SDA policy is to treat all submissions as source selection information. Prior to making an award above the simplified acquisition threshold, SDA is required to review information available through the designated integrity and performance system (FAPIIS). All official notifications will be sent via email to the technical and/or administrative POC identified within the submission. SDA will attempt to reply to executive summaries within 30 calendar days, and to proposal abstracts and full proposals within 45 and 60 days, respectively. These timeframes are goals. SDA will respond as soon as possible. Meeting and travel requirements should be included in the proposal. Solicitation clauses in the FAR and DFARS relevant to procurement contracts are incorporated herein.
