The Naval Air Systems Command (NAVAIR) is awarding a sole-source contract to Maritime Surveillance Associates (MSA) for the design, development, and improvement of the Global Reconstruction and Measurement Systems (GRAMS) and its processing applications. The contract is authorized under a Basic Ordering Agreement (BOA) and will include software maintenance, upgrades, and training. The period of performance is anticipated to be five years. The acquisition is justified under 10 ****(a)(1), as MSA is the only company with the technical expertise to meet the government's requirements. The contracting officer has determined the anticipated cost to the government will be fair and reasonable.

An optional prebid meeting will be held at 1:00 p. m. , January 5, 2026, via Microsoft Teams. The project involves installing new and replacement sidewalks to connect students and residents from Legion Field Park and Global Learning Academy. The improvements include concrete sidewalk, curb and gutter, signing, pavement markings, and conduit, power service, and miscellaneous incidentals for roadway lighting.

The US Department of State is seeking design-build construction services for the existing embassy in Bogota, Colombia. The solicitation will be in two phases: Phase I for eligibility determination and Phase II for site visit and proposals. Offerors must have an active SAM. gov registration and a Defense Counterintelligence and Security Agency (DCSA) Secret Facility Clearance (FCL). The deadline for Phase I submissions is October 1, 2025, at 3:00 PM EST. The estimated cost of the project is between $80,000,000 and $100,000,000.

Multiple awards are anticipated. The amount of resources will depend on the quality of proposals, correlation with enhanced warfighting capability, and fund availability. The government reserves the right to select all, some, one, or none of the proposals, and to make awards without discussions or with discussions if in the government's best interest. Portions of awards may be segregated into pre-priced options. The government reserves the right to fund proposals in phases with options for continued work. Awards will be made based on evaluation criteria. Additional necessary documentation may be requested after award. Proposals may be removed from consideration if agreement on terms, conditions, and cost/price cannot be reached within a reasonable time, or if the proposer fails to provide requested information. Any requests for or assumptions regarding government-furnished equipment (GFE) or government-furnished information (GFI) shall be clearly stated in the proposal. For any Other Transaction Agreement (OTA) awarded in accordance with 10 ****, the government may award a follow-on production contract or OTA if the participant successfully completed the entire prototype project and the OTA provides for such an award. The government contracting officer has sole discretion to select the award instrument type and negotiate terms and conditions. All technical reports will be reviewed by the appropriate authority to determine the distribution statement prior to distribution. A request for public release must be submitted to SDA, including document information, SDA program manager/CORA/contract agreement number, and contractor/awardee information. A 4-week processing time is allowed for processing due dates. Unusual electronic file formats may require additional processing time. All submissions must be in English, with 12-point font and 1-inch margins. Executive summaries are encouraged in advance of submitting abstracts or full proposals. Proposals must be submitted in two volumes: Volume I (technical and management proposal) and Volume II (cost proposal). Specific page limits apply to each section. Cost sharing is not required but will be considered. All administrative correspondence and questions should be directed to the specified email address. Executive summaries and proposal abstracts are due by December 1, 2025, and full proposals are due by January 14, 2026. Submissions received after these dates may not be evaluated. SDA will acknowledge receipt of all submissions. Submissions will not be returned. An electronic copy of each submission will be retained at SDA. Conforming proposals will be evaluated using criteria listed in descending order of importance. Evaluators will base their conclusions only on information contained in the proposal. SDA policy is to treat all submissions as source selection information. Prior to making an award above the simplified acquisition threshold, SDA is required to review information available through the designated integrity and performance system (FAPIIS). All official notifications will be sent via email to the technical and/or administrative POC identified within the submission. SDA will attempt to reply to executive summaries within 30 calendar days, and to proposal abstracts and full proposals within 45 and 60 days, respectively. These timeframes are goals. SDA will respond as soon as possible. Meeting and travel requirements should be included in the proposal. Solicitation clauses in the FAR and DFARS relevant to procurement contracts are incorporated herein.
