Cost sharing is not required but will be considered. All administrative correspondence and questions should be directed to the specified email address. Executive summaries and proposal abstracts are due by December 1, 2025, and full proposals are due by January 14, 2026. Submissions received after these dates may not be evaluated. SDA will acknowledge receipt of all submissions. Submissions will not be returned. An electronic copy of each submission will be retained at SDA. Conforming proposals will be evaluated using criteria listed in descending order of importance. Evaluators will base their conclusions only on information contained in the proposal.
