A proposal may be disqualified for reasons including submission of more than one proposal for the same services, evidence of collusion, or communication with unauthorized city personnel.

The awarded consultant shall submit monthly invoices to the county's project manager.

Proposals will be scored based on Experience and Qualifications (40%), Project Approach and Methodology (20%), References and Past Performance (15%), and Cost Proposal (25%).

Consultants must be certified irrigation designers (CID) or equivalent, with a minimum of three years of experience in irrigation design for public parks or similar projects, and demonstrate knowledge of local codes and water conservation practices.

The county reserves the right to cancel the contract and secure services from another consultant, charging the original consultant for additional costs if work is not completed on time.

A pre-solicitation meeting and examination of the site are recommended and will be held at Fox Run Regional Park. A representative of the consultant is encouraged to attend this meeting in order to become familiar with the specifications.

The deadline for submitting questions is July 28, 2026, at 3:00 PM.

Failure to respond in the required format, provide required information, or submit late may deem a submittal nonresponsive. False information submitted in the Consultant Information Form can serve as grounds for disqualification.

Payment terms shall be stated as net forty-five (45) days. Payment is deemed to be made on the date of the mailing of the check or electronic transfer.

The contract term shall remain in effect until such time as all items/services purchased have been delivered and accepted. Any warranty period which exceeds this term shall remain in full force for the duration of the warranty period.

Method of award: Best evaluative score based on written response. The county is a best value agency.

Firms must be highly qualified commissioning authorities and have an office located in the Denver metro area. They must also be able to produce evidence of an established satisfactory record of performance and sufficient financial support, equipment, and organization.

The county may, by written notice to the successful contractor, terminate any awarded agreement if the contractor has been found to have failed to perform its service in a manner satisfactory to the county as per specifications, including delivery as specified.

Inspection of the contractor's facility may be made prior to award of the agreement.

Contact with the requesting department may result in contractor disqualification. Contractors are prohibited from directly or indirectly communicating with the Arapahoe County Board of County Commissioners or county employees/evaluation committee members regarding their qualifications or award of a contract, unless in response to an inquiry. Violation will result in immediate disqualification.

Proposals will be scored based on Firm qualifications and relevant experience (30 points), Project team and key personnel (20 points), Technical approach and work plan (25 points), Federal grant compliance capability (15 points), and Fee proposal (10 points).

Firms must demonstrate experience in at least three of the following areas: multimodal transportation planning and TDM, complete streets policy development and implementation, federal grant administration and compliance, rural community engagement, infrastructure design and construction management, and/or ADU and land use policy development. Evidence of successful work in small or rural municipalities or gateway communities is strongly preferred.

The estimated budget for the project is up to $2,135,000. The total project budget is fixed at $2,135,000. Proposals exceeding this amount will not be considered.
