This is a sole source procurement for an MTS FLEXXT 60 Controller Upgrade for the MTS Hammer system. The upgrade involves replacing outdated control hardware and software to ensure continued operation of a critical system used for testing large caliber armaments. The period of performance is 18 months from the date of award. The contractor must provide written deliverables including a technical data package, installation schedule, and manuals. Delivery is to Watervliet Arsenal, Building 121. A one-year commercial warranty is required. Proposals must be submitted electronically via the PIEE Solicitation Module by June 16, 2026, 10:00 AM local time.
The delivery schedule is 270 calendar days from the date of award. The contractor shall securely pack all system components for shipping in accordance with best commercial practices.
Payment will be made by electronic funds transfer (EFT). Vendors can view invoice payments made by DFAS at www. ***. *. * using the My Invoice system. Payment information is maintained for 120 days from invoice payment.
The vendor shall offer a standard commercial warranty on the complete system, including labor, parts, and materials, for a period of one year from the date of completion of the installation. If the offeror does not provide requested data within 7 days or refuses an onsite visit, they may be determined non-responsible. If the offeror does not provide the government with the data requested within 7 days from the date the requested is received, or if the offeror refuses to have an onsite visit to the offeror's facility, the government may determine the offeror to be nonresponsible.
