The state will require a payment schedule based on defined and measurable milestones. Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, as much as 25%.

The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than one (1) year from the date of system acceptance. The warranty shall require the vendor to correct, at its own expense, the setup, configuration, customizations or modifications so that it functions according to the states requirements.

The contract will be awarded to the vendor whose proposal is most advantageous to the state of Delaware, taking into consideration the evaluation factors set forth in the RFP. The state of Delaware is not obligated to award the contract to the vendor who submits the lowest bid or the vendor who receives the highest total point score.

General evaluation requirements include the qualifications of the vendor (administrative oversight, past experience, quality assurance program details, available resources), methodology proposed (services fit needs, logical sequence of activities, adequacy of workplan, building on existing work), responses to the scope of services, and evaluation of proposed costs.

The state of Delaware may include in the final contract liquidated damages provisions for nonperformance.

A pre-bid meeting has not been established for this request for proposal.

Questions may be submitted no later than April 13, 2026, at 4:30 PM EDT. Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten calendar days prior to the time set for opening of the proposals.

The state will conduct a virtual orientation on February 13, 2026, from 12: 00 p. m. to 1: 00 p. m. hst.

The notice of protest shall be mailed by usps or hand delivered to 1 the head of the state purchasing agency conducting the protested procurement and 2 the procurement officer who is conducting the procurement as indicated below within five 5 working days of the postmark of the notice of findings and decision sent to the protestor.

The total annual amount of 275, 297 in federal funds for the period from june 30, 2026, to june 29, 2027, has been projected for this rfp to pay for screening, diagnostic services, professional and community education, and outreach activities for a total of 225 women.
