The solicitation is for reference laboratory services. Proposals are due 03/03/2026 at 12:00 PM ET via email. Questions must be submitted by February 13, 2026, at 2 PM ET. The government will award a contract to the responsible offeror whose offer conforming to the solicitation is determined to be most advantageous to the government, price and other factors considered. Technical and past performance, when combined, is significantly more important than price. The government reserves the right to award to other than the offerors with the lowest offer. The contract type is two single award IDIQ firm fixed priced contracts based per region. The guaranteed minimum contract amount for all 5 years is $15,**** and the maximum contract amount, including the base year and any option years exercised, shall not exceed $45,000,****. Contractors are required to deliver tests 180 days after expiration of contracts. The offeror must submit all relevant licenses or certifications (CLIA or FDA) in addition to malpractice insurance to provide laboratory testing services and do not have any sanctions current or pending in the USA. A MOU/ISA is required to interface with VISTA. The offeror must submit a plan to meet TAT and STAT times. The offeror must submit resumes for sufficient staff to function as an onsite processor for each of the medical centers. The offeror must provide an explanation of its transportation medical courier plan. The offeror must provide a transition plan which includes detailed milestones, processes, and procedures for transitioning to full performance within 180 days of award.
The government is allowed to place task order up to 9/30/2031 and contractors are required to deliver tests 180 days after expiration of contracts.
Payment will be made by FSC eInvoice Payment. Invoices shall be submitted in arrears: monthly.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
