Invoices for services performed pursuant to a work order are to be submitted monthly. The city shall pay the contractor the line item amounts set forth in Exhibit A. The city's maximum payment obligation will not exceed ****.

Contractor warrants that all work performed will be free from defects in workmanship, equipment, and materials. Upon acceptance of the work, contractor will transfer the benefit of any applicable manufacturers warranty to the city.

The contract will be awarded based on a qualitative-based selection process, considering technical approach and solution (40 points), demonstrated applicable experience and personnel qualifications (35 points), and price (25 points), aiming for the best value to the city.

Offerors must demonstrate the financial and practical ability, resources, expertise, and past performance to provide the goods or services. They must also demonstrate current and past compliance with all applicable legal, regulatory, and policy requirements.

The city may withhold amounts from any payment to cover liquidated damages, claims for labor or materials, failure to make proper payment to subcontractors, evidence of damage to property, uncorrected defective work, or if the unpaid balance is inadequate to cover actual or liquidated damages for anticipated delay.

The city may hold one or more site visits to allow prospective offerors to inspect locations where work will be performed. The solicitation cover sheet will display if a site visit is being held and if attendance is mandatory.

An offer may be rejected if an offeror is determined to not be responsible, if the offer contains fraudulent information, material omissions, or if the offeror is currently debarred or suspended by the federal government.

Proposals are due by August 7, 2026, at 01:00 PM AST.

Proposals must be from qualified and licensed firms. Successful respondents must comply with airport security requirements and may need to undergo background investigations. Required attachments include a Virgin Islands business license, general liability insurance, professional liability insurance, W9, articles of incorporation/organization, workers compensation insurance, certificate of good standing, certificate of government insurance, and SAM debarment certification.

A mandatory site walkthrough is scheduled for July 16, 2026, at 9:00 AM AST. Please meet at the entrance to the Gordon Finch Molasses Pier by 8:55 AM AST. A valid government-issued identification card will be needed for entry.

Any protest must be filed in writing and received by the authority within seven (7) calendar days of the date of the occurrence of the event that is the subject of the protest.

Communication with any member of the board of directors or any officer or employee of the authority, except as provided in the RFP, is strictly prohibited and may be cause for disqualification. Failure to follow specifications and instructions, altering terms, or submitting unreasonable terms/costs may also lead to rejection.
