The estimated price range of this procurement is between 250,000 and 500,000. Contractor must begin performance within 15 calendar days and complete it within 64 calendar days after receiving award. Sealed offers in original and 1 copies are due at the place specified in item 8 by **** hour local time date. Offers providing less than 120 calendar days for contract authority acceptance after the date offers are due will not be considered and will be rejected. The contractor must coordinate and report each day's work in advance with the resident engineer/COR. The contractor must secure and pay for all permits, licenses, special inspections, etc. , required in the execution of the work. Work hours are limited to normal business working hours of 7:00 AM to 5:30 PM, Monday through Friday, unless otherwise indicated. Electronic signatures are authorized. The contractor must notify the contracting officer promptly in writing of its intention, or the intention of its employees, subcontractors of any tier, or subcontractor employees, either voluntarily or under compulsion of competent authority, to provide sworn testimony on any matter related to or arising under the work required by and/or performed under, this contract. The contractor must use only domestic construction material in performing this contract, except as provided in paragraphs b2 and b3 of this clause. The contractor must submit a waste management plan to the contracting officer within 15 days after contract award prior to the start of construction activities. The contractor must report at least annually, as required by the secretary of labor, on the total number of employees in the contractor's workforce, by job category and hiring location, who are protected veterans. The contractor must submit **** reports no later than September 30 of each year. The contractor must submit a performance bond in a penal amount equal to 100 percent of the contract price. The contractor must submit a payment bond in the penal amount of 100 percent of the contract price within the time required by the contracting officer. The contractor must submit payment requests in electronic form. The contractor must provide a signed statement by within 5 calendar days of completion of work indicating that no asbestos or asbestos-containing
building materials were used during construction, renovation, and/or modernization of this facility. The FAA may conduct sampling of contractor
building materials used during construction, renovation, and/or modernization of this facility to verify that they are asbestos-free. The contractor must insert this clause in all subcontracts under the contract. The contractor must submit a subcontracting plan within 10 days of the contracting officer's request. The offer that provides the lowest price technically acceptable offer to the FAA will be selected. The technical proposals will be evaluated and rated in accordance with preestablished evaluation factors. The technical evaluation team will not have access to cost-price proposals during the initial detailed evaluation. Additional information may be requested from any and all offerors. The FAA reserves the right to award a contract based on initial offers received, without discussions or negotiations. The FAA will utilize the information submitted by the offeror, as well as available past performance information, as the basis for a determination of responsibility.
