Prince William Water is seeking bids for Building Repair and Maintenance Services. The contract will be a firm fixed hourly rate requirements contract, awarded to one or more qualified sources on an as-needed basis. Bids must be submitted in a sealed envelope by June 23, 2026, at 10:00 AM EST. A pre-bid conference will be held on May 26, 2026. Questions regarding the IFB are due by June 3, 2026. Bidders must comply with all administrative and administrative requirements, including submitting required forms, licenses, and proof of insurance. The contract term is one year with four one-year renewal options. The IFB closing date for submission of sealed bids is June 23, 2026, at 10:00 AM EST.
Prince William Water will remit full payment on all undisputed invoices within thirty (30) days after acceptance of the services and a properly completed invoice. Interest will be paid on undisputed invoices not paid within thirty (30) days.
The contractor shall guarantee all workmanship and materials to be free from defects, rust and/or peeling for a period of one (1) year from the date of final acceptance.
Prince William Water will make an award on an aggregated basis to the lowest responsive and responsible bidder.
The bidder must be a competent and experienced organization with an established reputation within the community performing the type of work required for this contract, and must have performed similar work for a minimum period of five (5) years.
The IFB states that failure to comply with any mandatory requirement will render the bidder nonresponsive. Specific penalties for contract breaches are detailed within the contract agreement, including termination for default.
While attendance at the pre-bid conference is not mandatory, prospective bidders are strongly encouraged to attend. The IFB does not explicitly mandate a site visit, but bidders are expected to inspect project sites when requested for cost proposals.
Samples of materials or equipment for testing, evaluation, or demonstration purposes, when requested in a solicitation, must be furnished at no cost.
Any bidder may protest the award of, or the decision to award, a contract by submitting a written protest to the procurement manager within ten (10) days after the award of the contract or the decision to award a contract is made, whichever occurs first.
Bidders may be disqualified for failure to comply with mandatory requirements, submitting late bids, collusion, or if Prince William Water determines they are not properly qualified to carry out the obligations under the IFB.
