The contractor will provide expert-level scientific, technical, and professional assistance to advance the mission of improving newborn disease detection and outcomes. The initial meeting will take place about 10 days after award of the contract. The deadline for submitting quotations is January 23, 2026, at 12:00 PM. The contractor must comply with information security and privacy requirements. Travel expenses will be reimbursed by the government in accordance with the federal travel regulations. The contractor must submit a roster of all staff working under this acquisition. The contractor must maintain training records for all its employees working under this contract.

The services require specialized expertise in genetic counseling, epidemiology, clinical and laboratory genetics, and related fields to support newborn screening, focusing on data interpretation, followup and outcomes assessment, training, and collaboration.
Contractors must hold current certification relevant to their specialty, such as certification as a genetic counselor, biochemical geneticist, clinical geneticist, molecular geneticist, or epidemiologist from an accredited certifying body, as applicable.
