Respondents are encouraged to demonstrate their ability to provide comprehensive, innovative, and cost effective turnkey solutions.

When requested, samples will be furnished free of expense, properly marked for identification and accompanied by a list if there is more than one sample.

Any complaint from bidders relative to the invitation to bid or any attached specifications should be made prior to the time of opening of bids.
