Applicants must be licensed professional engineers and architects in the state of New Mexico. Proposals should demonstrate understanding of work areas, experience in related projects, personnel and equipment availability, experience with governmental agencies, technical approach, and references.
The procurement code imposes civil and original penalties for its violation. New Mexico criminal statutes impose felony penalties for illegal bribes, gratuities, and kickbacks.
Failure to comply with submission requirements, such as providing five copies of sealed proposals or failing to include required forms like the campaign contribution disclosure, debarment certification, and noncollusion affidavit, may result in rejection of the proposal.
