Delivery shall be FOB County's place of delivery with immediate delivery based upon availability, but no later than ninety (90) days after issuance of County's purchase order.

San Bernardino County payment terms are net 60 days after invoice and acceptance of the product.

Contractor agrees that the equipment or supplies to be furnished shall be covered by the most favorable commercial warranties the contractor gives to any customer for the same or substantially similar equipment or supplies.

Award will be made by Sheriff to the responsive, responsible bidder providing the best value.

The county reserves the right to perform a pre-award survey of the bidder to determine capability to perform, including but not limited to facilities, financial responsibility, materials/supplies, and past performance.

In the event of termination for default, the defaulting contractor shall be liable for the difference between the prices set forth in the terminated order and the actual cost thereof to the county.

All items or services are subject to final inspection and acceptance at designation by the county. Such final inspection shall be made within a reasonable time after delivery.

Samples of items, when required, must be furnished free of expense to the county, and if not destroyed by tests will, upon request, be returned at the bidders expense.

Bidder may appeal the recommended award or denial of award protest, provided the protest is submitted in writing within ten (10) calendar days of the issuance date of a notice of intent to award.

If bidder is unable to certify any of the facts set forth in sections c. 1, c. 2, or c. 3, it certifies that it has listed on a separate sheets attached to this Representations and Certifications each fact that it cannot certify and the reason it cannot do so. The county reserves the right to disqualify bidder based upon information disclosed.

The period of performance is from 07/20/2026 to 11/02/2026. Special consideration may be given to vendors capable of completing delivery by October 2026.

The government intends to make award on a best value tradeoff basis. Technical capability is more important than delivery schedule, location and logistics, relevant experience and past performance, and price.

Offerors must submit a technical capability statement demonstrating the ability to fabricate and install a mobile laboratory camper meeting the requirements, and a minimum of three references for similar projects completed within the last five years.

All works shall be completed within the scheduled timeframe not to exceed 60 days.

The contractor shall provide warranty services for workmanship deficiencies for a period of one year and OEM warranties for all installed equipment. All warranty periods shall start from the date of final acceptance of the installed system.

All personnel identified to support this requirement must be trained and/or certified on the systems involved in this effort.
