The National Park Service (NPS) requires a service contract to develop a GNSS-IR real-time water level dashboard. The contractor will ingest, filter, analyze, and display GNSS-IR data for five NPS sites, correlating it with traditional water level recording stations. A publicly viewable dashboard will be hosted for one year. The period of performance is estimated from 09/01/2026 to 05/01/2028. Work can be completed virtually. Deliverables include a post-award meeting, dashboard creation and revision for each site, a final report with cost estimates for annual service, and hosting the dashboard for one year. Specific task deadlines include: post-award coordination meeting NLT 15 days after contract awarded, download and process GNSS IR data for one site NLT 120 days after contract awarded, revise dashboard NLT 30 days after task 1 review complete, repeat task 1b for remaining four sites NLT 90 days after task 2 complete, host dashboard for 365 days after task 3 complete, and final report NLT 45 days after task 3 complete.
Payments are structured as follows: 30% upon completion of data processing and dashboard creation for one site, 10% upon completion of the updated version of the dashboard for one site, 40% upon completion of the updated version of the dashboard for the remaining four sites, and 10% at the end of the contract period for hosting the dashboard. An additional 10% is paid upon delivery of the final report and cost estimate.
The contractor shall provide personnel, expertise, equipment, supplies, tools, and materials necessary to carry out the objective. If subcontractors are used, the contractor is solely responsible for ensuring they are qualified, appropriately trained and outfitted, and comply with all contract terms, including safety and health standards.
No travel is required as part of this contract, and the service work can be completed virtually at the contractor's office.
All information and data gathered or obtained by the contractor shall be protected from unauthorized release and is considered government property. Only the contracting officer is authorized to release any data or materials pertaining to this contract.
