The town agrees to pay the bidder for the full completion of the work embraced in the contract, upon written acceptance by Hampton Fire Rescue Department, within 10 ten days of the receipt of the final invoice. The town encourages bidders to propose payment options including but not limited to progress payments, prepayments, or any payment option that would provide financial benefits to the town.
The award will be made to the most responsive and responsible bid proposal that meets the specifications contained herein on a net cost basis, with terms viewed as most favorable to the town, and with the satisfactory negotiation of a contract agreement. The lowest cost bid proposal may not necessarily be selected, as the town will also weigh the factors as set forth in the towns purchasing policy and purchasing procedures.
Bidders must furnish satisfactory evidence of their ability to construct the apparatus specified and show that they are in a position to render prompt service and to furnish replacement parts. They must also provide a list of similar apparatus constructed within the last two years and over ten years ago.
A performance bond shall be used at the sole discretion of the Town of Hampton to pay liquidated damages for failure or refusal to perform in accordance with the contract. Unreasonable delay in the performance and correction of deficiencies may be grounds for termination of the vendor.
The vendor shall provide a predelivery final inspection at the factory in which the apparatus will be constructed. All travel expenses incurred by the town for up to three officials shall be paid by the vendor.
A respondent may be disqualified and their bid proposal rejected for failure to supply complete information, lack of experience, or evidence of collusion among other respondents.
