Harvest operations must be completed by March 31, 2027, and final site rehabilitation by July 15, 2027.

A 20% bid deposit is required. The full bid balance is due prior to commencement of removal.

The contract shall be awarded to the responsible bidder whose bid, conforming to the invitation for bids, is most advantageous to the government, price and other factors considered.

To determine a bidder to be responsible, a real estate contracting officer must find that the bidder has adequate financial resources, is able to perform the contract, has a satisfactory performance record, a satisfactory record of integrity and business ethics, and is otherwise qualified and eligible.

Purchaser shall pay $1. 00 for each stump not cut as required, and $1. 00 per inch of diameter for each designated tree not cut. For undesignated trees cut or injured through carelessness, a sum at the rate amounting to **** per square inch of basal area will be paid.

Inspection is invited on Friday August 14, 2026, at 9:00 a. m. An additional date and time may be available depending on scheduling access availability.

A bidder may protest a determination made in the bid award process to the real estate contracting officer within 30 days of the date of the notification or rejection letter to the bidder.

Failure to furnish required information would disqualify a bid. Intentional falsification of the small business certificate is a criminal offense.

Bids must be delivered no later than Friday, August 7th, 2026, at 4:00 PM EST. no later than the deadline listed above. late submissions will be rejected without review.

The county may investigate the offeror's ability to provide the goods and reserves the right to inspect physical facilities prior to award. franklin county may make such reasonable investigations as deemed proper and necessary to determine the ability of the offeror to provide the servicesfurnish the goods as required under this rfp

The county reserves the right to reject any or all bids and waive informalities. the purchasing agency reserves the right to reject any or all bids, waive informalities, and select the apparatus that best serves the operational and budgetary needs of the community.

Bids will be accepted until 11:00 am, on Wednesday, August 5, 2026.

Copies of machine warranty guarantees are to be attached.

The basis of award shall be dependent on the most responsible bid submitted. Consideration will be given to purchase price, delivery dates, vehicle service guarantees and location, analyses and comparison of equipment specification details.

Quotations must be received on or before close of business Thursday, August 06, 2026. Delivery is required within fifteen 15 calendar days after receipt of the purchase order.

Payment will be processed through EFT within 30 days of the date that a correct invoice is received and satisfactory completion of work/delivery of acceptable items. Acceptance of our net 30 days payment terms is required.

The award will be given to the lowest price technically acceptable vendor, who can meet the salient physical, functional, and performance characteristics.

Vendors must have a physical business address and good financial health. SAM registration is highly recommended for awards beyond $10k. Suppliers must provide proof of authorized dealership/distributorship for the quoted brand.

Any item found with change in specs, quality, brand shall be returned to the vendor without entertaining the payment claim and the vendor will bear all the expense on returning of the items.

Remanufactured, retreaded, refurbished, repaired, used, or otherwise reconditioned tires are strictly prohibited and will be rejected at the supplier's expense. Failure to comply with advance notification, documentation, or delivery requirements may result in delayed or denied access.
