The contract shall be awarded to the responsible bidder whose bid, conforming to the invitation for bids, is most advantageous to the government, price and other factors considered.
To determine a bidder to be responsible, a real estate contracting officer must find that the bidder has adequate financial resources, is able to perform the contract, has a satisfactory performance record, a satisfactory record of integrity and business ethics, and is otherwise qualified and eligible.
Purchaser shall pay $1. 00 for each stump not cut as required, and $1. 00 per inch of diameter for each designated tree not cut. For undesignated trees cut or injured through carelessness, a sum at the rate amounting to **** per square inch of basal area will be paid.

A bidder may protest a determination made in the bid award process to the real estate contracting officer within 30 days of the date of the notification or rejection letter to the bidder.
