This is a non-
personal services contract for hand severing trees, lopping slash, piling slash, and
covering slash piles in a 35. 5-acre area along the access road to the Kettle River campground in the Lake Roosevelt NRA. The period of performance is between August 15, 2025, and December 20, 2025. The government will not supervise the service providers, who are accountable solely to the contractor. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-
personal services necessary to perform the thinning and piling. The contractor must follow specific guidelines for piling,
covering piles with paper, and pile size. A pre-work meeting will be held with the inspector to identify boundaries, work sites, and areas of concern. The NPS will provide an inspector to ensure contract standards are met. The contractor is responsible for repairing or replacing any damage to fences, gates, or power lines. The contractor may be held financially responsible for any fires that occur inside the unit. During fire season (July-October), the contractor may be required to turn off chain saws or stop work entirely, depending on the fire danger level. The contractor must follow Washington DNR industrial fire precaution levels. Additional documents (maps) are required. A quality control program must be developed and maintained. The government will evaluate the contractor's performance according to the performance requirements summary. The contractor must identify themselves as such to avoid creating an impression that they are government officials. Contractor personnel will not be required to wear badges. The contractor must notify the contracting officer immediately if any organizational conflict of interest (OCI) arises.
