Invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Discount terms are computed from the date of receipt and acceptance of supplies or services.

The contract will be awarded based on best value, considering pricing (25 points), number of years in business (15 points), size of agency and staff (10 points), experience of staff (10 points), prior experience with the City of Laredo (15 points), professional servicing capability (10 points), capability and willingness of agency resources to personally respond (5 points), and technical skills of staff (10 points).

Agents must have at least 10 years in business and agents errors and omissions insurance with a limit of at least $1,000,000 per occurrence. Insurers should have a rating of at least A:VII from A. M. Best.

The city may reject a proposal if the vendor misstates or conceals any material fact, the proposal does not strictly conform to requirements, the vendor is in arrears on existing contracts or taxes, or if proposals are conditional.

For solicitations valued over $50,000, bidders have ten calendar days prior to the city council's formal consideration of the contract to submit a written protest.

A vendor may be disqualified if they misstate or conceal material facts, fail to conform to requirements, are in arrears on contracts or taxes, submit conditional proposals, or violate the no-contact provision with city officials.
