The bid package must be submitted by 2:00 PM on Thursday, June 11, 2026.

For leased or rented equipment, rent amounts will be remitted monthly after certification of the equipment. If the county fails to tender payment within thirty days of a written request, late payment charges of 1. 5% will apply. Applicable gross receipts taxes or local option taxes shall be included on each invoice as a separate item.

The contractor warrants all equipment furnished shall be safe, operable, maintained, and fit for intended use during the rental period.

Awards may be made to the lowest responsive and responsible bidders whose pricing and availability are determined to be in the best interest of the county. The county may make multiple awards.

Bidders shall be regularly engaged in the business of leasing, renting, supplying, transporting, maintaining, or servicing the equipment offered and shall maintain all required business licenses, registrations, permits, insurance, and operating authority.

The procurement code imposes civil and misdemeanor criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks. Liquidated damages of **** per day may apply for late delivery.

A non-mandatory pre-bid meeting will be held at 10:00 AM MDT on Tuesday, May 12, 2026, via Microsoft Teams. Attendance is not mandatory but is highly recommended.

Any bidder who is aggrieved in connection with the procurement may protest to the county purchasing manager in writing within fifteen (15) days after the facts or occurrences.

The bid package must be received by 2:00 PM MST, Tuesday, June 9, 2026.

Santa Fe County has a period of net thirty (30) days from acceptance of goods or services to pay the contractor.

All parts and materials must carry the manufacturer's standard warranty.

Santa Fe County reserves the right to award a multiple source award to the bidders submitting the lowest responsive bids meeting or exceeding specifications and terms and conditions for those items.

Bids may be accepted from vendors and/or factory authorized dealers who are able and willing to provide responsive service to the county.

In the event of failure of the bidder to deliver in accordance with this requirement, the bidder shall be liable to the county for late delivery liquidated damages in the amount of **** each day the materials and services are delivered late.

There will not be a pre-bid conference.

Any bidder who is aggrieved in connection with procurement may protest to the County Procurement Manager as set forth in Board of County Commissioners Resolution ****.

The bid notice states that this is a sole source determination, indicating the award criterion is based on the unique ability of Civera LLC to provide the required services. it is the determination of the county chief procurement officer and procurement manager that the request to purchase the software license, maintenance and support of the civera software system for election ballot verification, redaction and shield licensing meets the requirements pursuant to nmsa ****, **** sole source procurement.

The bid package must be submitted by 2:00 PM on Tuesday, May 26, 2026.

The bid notice states that final payment will be made upon quantities completed in accordance with the specifications, measured and accepted by the county, paid at the unit prices contained in the bid. Progress payments are based on applications for payment and certificates for payment issued by the county, with payments made no later than 21 working days following receipt of an undisputed application for payment.

The contractor shall furnish a written warranty of workmanship for a period of one (1) year following the completion date, in addition to all other warranties required by the contract documents.

If a contract is to be awarded, it will be awarded to the lowest responsible bidder submitting a bid that is either the lowest base bid, the lowest bid including base bid and alternates, or the lowest bid including base bid and any combination of alternates.

All contractors and subcontractors must have a valid New Mexico license appropriate to the work specified at the time the bid is submitted.

Liquidated damages in the amount of five hundred dollars (****) per each calendar day shall be assessed after the completion date until the issuance of a certificate of substantial completion for the entire project.

A non-mandatory pre-bid meeting and site visit will be held at 10:00 AM on Thursday, May 7, 2026, at the Nancy Rodriguez Community Center.

Any bidder who is aggrieved in connection with the procurement may protest to the County Purchasing Manager in writing within fifteen (15) days after the facts or occurrences.

The bid submission deadline is Monday, May 4, 2026, at 2:00 PM MST. The bid opening will be held on the same date and time.

The bidder agrees that the goods and/or services furnished under this IFB will be covered by the most favored commercial warranties the bidder gives to any customer for such goods and/or services.

Santa Fe County reserves the right to award a multiple source award to the bidders submitting the lowest responsive bids meeting or exceeding specifications and terms and conditions for those items.

Bids may be accepted from vendors and/or factory authorized dealers who are able and willing to provide responsive service to the county. Bidders must be in a position to offer the lowest cost/highest effectiveness, completely meeting all established state and federal regulations or exceeding the minimum specifications contained herein.

In the event of failure of the bidder to deliver in accordance with this requirement, the bidder will be liable to the county for late delivery liquidated damages in the amount of **** each day the materials and services are delivered late.

A pre-bid conference will be held on Monday, April 20, 2026, at 10:00 AM MST, online via Microsoft Teams. Attendance at the pre-bid conference is not mandatory.
