Northwest Arkansas Community College (NWACC) is seeking architectural and engineering services for the TrailConnected Recreation Court Project. The project includes multi-sport courts, pickleball courts, ADA-compliant trails, and a storage facility. The estimated project budget is $800,000. Proposals are due by July 7, 2026. Firms must demonstrate experience in recreation, parks, trails, and athletic facilities. The selected firm will provide design, permitting, bidding assistance, and construction administration services. Pricing is not requested with the initial submission; it will be negotiated with the apparent successful vendor. Proposals must be submitted by July 7, 2026, at 10:00 AM Central Time. The project must be substantially completed and closed out no later than June 30, 2027.
Payment will be made in accordance with applicable State of Arkansas accounting procedures upon acceptance of goods and services by the agency. Invoices must be itemized and reference the purchase order or contract number.
The vendor guarantees that all furnished items shall be free from defects in design, workmanship, and material for a period of one year from the date of delivery, unless otherwise specified.
The ranking of vendors will be determined by the total score received in evaluation. NWACC will enter pricing negotiations with responsible offers determined to be reasonably susceptible of being selected for award.
Firms must demonstrate experience in recreation, parks, trails, athletic facilities, and public sector projects. Key personnel must have valid licenses and be in good standing with their respective boards.
Failure to comply with requirements, such as altering solicitation documents or issuing unauthorized news releases, may result in disqualification. Consistent failure to meet delivery without valid reason may cause removal from the vendor list.
Samples or demonstrators, when requested, must be furnished free of expense to the state. If requested, samples that are not destroyed during reasonable examination will be returned at the vendor's expense.
Written questions requesting clarification must be submitted by June 24, 2026. Question answers are anticipated to be posted by June 30, 2026.
Responses that do not meet submission requirements, include pricing, take exceptions to mandatory requirements, or are submitted late will be disqualified.
