This is a rebid for a contract to maintain and install weigh-in-motion (WIM) and
traffic volume systems (TVS) in New Jersey. Bidders must review numerous documents and forms, including ownership disclosure, investment activities in Iran, investigations, McBride principles, service performance within the US, subcontractor utilization plans, pay-to-play prohibitions, affirmative action, business registration, and certification regarding prohibited activities with Russia or Belarus. The quote must include a technical quote, management overview, contract management plan, contract schedule, organizational experience, resumes, experience with similar contracts, and pricing using the provided state price sheet. The scope of work includes routine preventative maintenance and inspections, travel time, repairs, WIM testing and calibration, controller replacement parts and upgrades, additional materials, performance testing, and service and repairs for non-intrusive devices. There are specific requirements for equipment compliance, including types of sensors, equipment manufacturers, and minimum experience requirements. The contract term is one year with a possible two-year extension. The state reserves the right to inspect facilities and check references.
