The bid documents must be received no later than Wednesday, April 29, 2026, at 10:00 AM EST. Neither dating of the bid form nor placing it in the mail by this date will meet the requirements.

Payments for goods/services will be made in arrears only upon receipt of a proper invoice detailing goods/services provided or receipt of the goods/services, whichever is later.

Awards will be made in the best interest of Raleigh County Schools, and they reserve the right to make such selection by item or total bid amount as deemed to be in the best interest of Raleigh County Schools.

The vendor must provide an executive summary demonstrating they have read, understand, and agree with the terms and conditions, a vision and mission statement, an overview of their plans for complying with requirements, and a demonstration of their knowledge of requirements and proposed approach. They must also provide vendor background information, experience, personnel resumes, and a copy of the company liability insurance certificate.

The addendum to the vendor's standard contractual forms states that all provisions are deleted that seek to require compensation for lost profit, termination fees, or liquidated damages if the contract is terminated early.

The contract period will begin July 1, 2026, and end June 30, 2027. Deliveries are typically required on Wednesdays and Thursdays between the hours of 6:00 am and 1:00 pm, dependent upon each school's needs.

Payment shall be rendered within thirty (30) days after receipt of statement from the contractor. The county may be able to negotiate early payment, such as within ten (10) days, and will entertain proposals for a prompt payment discount.

Bids will be awarded to the distributor with the lowest bottom line total price who has met the requirements as set forth in the bid document.

References from three (3) customers may be requested with the bid. Raleigh County Schools may reject the bid based on failure to provide such references or negative responses to reference checks. Bidders must also complete and return the Affidavit of Noncollusion and the Certification Regarding Debarment.

After acceptance, the successful contractor will be liable for any damages or expenses, including attorney fees, incurred as a result of its violations or attempts by the school district to enforce this contract. Unsatisfactory performance may result in removal from the eligible vendors list.
