The Town of Damariscotta is seeking proposals for professional assessing agent services on a part-time, contractual basis. The selected contractor will administer a fair and equitable property tax assessment program in accordance with Maine law. Services include maintaining and administering assessment programs, conducting property inspections, performing annual valuation updates, defending valuations, preparing reports, maintaining assessment records, validating exemption applications, assisting with tax commitment preparation, and responding to taxpayer inquiries. Personal property responsibilities include maintaining inventory, administering declarations, establishing valuations, conducting audits, and applying depreciation schedules. The contract term is initially one year with renewal options. The anticipated workload is 8-10 hours per week, with seasonal variations. Qualifications include certification as a Certified Maine Assessor (CMA) or equivalent, experience in municipal assessing (preferably in Maine), familiarity with Maine property tax law, experience with assessing software, and strong communication skills. Proposals must include a cover letter, summary of interest and qualifications, experience description, resumes, approach to services, description of service delivery in Damariscotta, methods for maintaining ratio and equity, availability and responsiveness, references, and a fee proposal. Proposals are due by 4:00 PM EST on Tuesday, June 9, 2026. Questions are due by 4:00 PM on Thursday, May 28, 2026. Answers will be posted on the town's website. The town intends to award the contract to the lowest responsible and responsive proposal deemed in the best interest of the town, but reserves the right to reject any or all proposals, waive formalities, and negotiate with any proposer. The town may clarify proposals or obtain additional information and is not bound to accept the lowest-cost proposal but may accept the proposal demonstrating the best ability to meet the town's needs. The town reserves the right to disqualify any proposal upon evidence of collusion, fraud, or illegal practice.
