This Invitation for Bids (IFB) is for a five (5) year Cisco Enterprise Agreement Contract (EAC) to procure all Cisco products and services. The New York State Office of Information Technology Services (ITS) is seeking bids from authorized Cisco resellers. The contract will cover five pillars: Core (hardware and software), Market (software offers), Net (network service orchestrator and observability platforms), Technical Support Services, and Professional Services. Bidders will provide a base percentage discount off the manufacturer's list price for each pillar. The annual expenditure will determine the next applicable discount threshold. A key requirement is the development and implementation of an integrated vendor dashboard for end-to-end visibility across the Cisco asset lifecycle. The contract also includes provisions for Cisco Learning Credits (CLCs) and Cisco Achievement Credits (CACs). Bidders must meet specific mandatory qualifications, including being an authorized Cisco reseller, having certain Cisco partner designations, and demonstrating verifiable sales to US government entities. The bid submission requires separate administrative and financial bid files. The due date for submission of proposals is April 28, 2026, by 4 PM Eastern. The bid notice states that invoices will be processed in accordance with established procedures of ITS and the Office of the State Comptroller (OSC), and payments will be subject to the prompt payment provisions of article XIa of the New York State Finance Law.
ITS will make one award for all the services described in this IFB, to responsive and responsible bidders on a lowest price basis.
Bidders must be an authorized reseller of Cisco Systems Inc. , registered with the NYS Department of State, have at least three Cisco preferred partner designations, and demonstrate a minimum of $10M in verifiable sales to any US government entity in a one-year period between January 2021 and December 2025.
ITS reserves the right to pursue all legal remedies, as detailed in appendix C 3 and 22, against the successful bidder. Pursuant to appendix C 22, ITS reserves the right to withhold payment, in whole or in part, at ITS's discretion, in any case where a question of nonperformance arises.
