Bid opening is scheduled for June 24, 2025, at 2:00 PM local time, conducted telephonically. project manager. Questions relating to bidding procedures should be directed to Selwin Ray, contract officer. Bidders are expected to visit the site to ascertain pertinent local conditions. All bids must be submitted on the forms furnished and manually signed in ink. Conditional or alternative bids will not be considered unless called for. Telegraphic or telefacsimile bids will not be considered unless specifically called for. The bid schedule should be enclosed in a separate sealed envelope and enclosed with all other bidding forms required at the opening. The authority will hold the bid securities of the two lowest bidders until the contract has been executed, after which they will be returned. All other bid securities will be returned as soon as practicable. Before a bid is considered for award, the bidder may be requested to submit a statement of facts regarding experience, business and technical organization, financial resources, and plant available. Bids must be submitted as directed on the invitation to bid. Addenda requirements must be acknowledged on the proposal or by telegram prior to the scheduled time of bid opening. Bidders must quote on all items; failure to do so will disqualify them. The authority reserves the right to reject any and all bids when such rejection is in the best interest of the state. The letter of award, if the contract is to be awarded, will be issued to the lowest responsible and responsive bidder as soon as practical and usually within 40 calendar days after opening of proposals. The successful bidder will be notified of the authority's intent to award the contract and requested to execute certain documents, including the contract form and bonds. Failure to enter into a contract within the specified time shall be grounds for forfeiture of the bid security and consideration of the second low bidder for award. The apparent low bidder shall, within 5 working days following identification as the apparent low bidder, submit a list of all firms with which the prime contractor intends to execute subcontracts. The list shall include the name, business address, Alaska business license number, and contractor's registration number of each proposed subcontractor. If a bidder fails to list a subcontractor or lists more than one subcontractor for the same portion of work and the value of that work is in excess of one-half of one percent of the total bid, the bidder agrees that it shall be considered to have agreed to perform that portion of work without the use of a subcontractor and to have represented that the bidder is qualified to perform the work.
