This is a request for proposal (RFP) for professional leased employee
staffing services. The services are needed for various needs of the Alaska
Industrial Development and Export Authority (aIDEA). The contract is anticipated to be a three-year contract with options for three one-year extensions, potentially up to four years. The initial term agreement is for $1,000,****, with the possibility of additional funds up to a combined total of $4,000,****, subject to availability of funds and need. The location of the services is statewide, with Anchorage being the most likely location, but assignments may also include other cities such as Fairbanks and other locations within Alaska. Travel may be necessary at times with some positions. The contractor shall not perform services or incur billable expenses except as authorized by issued Notice to Proceed (NTP). Deliverables shall be compatible with standard commercial software, and submitted in PDF. If required, professional registration will be clearly communicated in the notice to proceed. All reports, plans, specifications, estimates, and similar work products provided by the consultant agency employee shall be prepared by or under the supervision of the registered engineer, architect, or land surveyor in responsible charge for the services. These engineers, architects, or land surveyors shall be currently registered in the state of Alaska and they shall sign and seal as to the accuracy of each final work product for which they are responsible. The contractor must comply with all applicable requirements regarding licensing, insurance, cost and pricing data, trade restrictions, suspension/debarment, foreign contracting, and former public officers. The offeror must certify that all services provided under this contract by the contractor and all subcontractors shall be performed in the United States. If the offeror cannot certify that all work is being performed in the United States, the offeror must contact the contracts officer to request a waiver at least 10 days prior to the proposal deadline. The offeror must provide with their submission a detailed description of the portion of work being performed outside the United States, where, by whom, and the reason the waiver is necessary. Failure to comply with this requirement may cause the state to reject the bid or proposal as nonresponsive or cancel the contract. The contracting agency reserves the right to obtain references from any source listed in the proposal and any other source deemed appropriate for any of the requirements/criteria listed in this RFP.
