This is a solicitation for construction services to install alternate connections for steam and chilled water at VAMC Cape Coral. The magnitude of the project is between $1,000,**** and $2,000,****. The requirement is set aside for VetCert certified, Service-Disabled Veteran Owned Small Businesses (SDVOSB). A performance and payment bond is required. A bid bond of 20% of the bid price or $3,000,****, whichever is less, is required. Offerors must have an Experience Modification Rate (EMR) not exceeding 1. 0 and no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past three years. The award will be based on best value, considering technical/management approach, specialized experience, schedule, past performance, and price. All non-priced factors are equally important and combined are approximately equal to price. Discussions may be held if deemed necessary. The contractor shall begin performance within 180 calendar days after receipt of notice to proceed. Additional documents required with the quote include: signed SF ****, completed EMR form, completed bid bond, completed and signed VAAR **** (Limitations on Subcontracting), technical approach, specialized experience examples, proposed schedule, past performance information, and price schedule. The project involves civil, mechanical, electrical, controls, and safety provisions for reliable, code-compliant, and maintainable hookups for temporary/mobile steam and chiller equipment without disrupting hospital operations.
The contractor shall begin performance within 180 calendar days after receipt of written notice to proceed and complete it within 180 calendar days after receiving award, notice to proceed. This performance period is mandatory.
The contractor shall be paid monthly upon submission of proper invoices for work completed. If the performance period exceeds 30 days and a progress schedule approved by the government has been submitted, partial payments may be authorized. Final payment shall be withheld until all discrepancies are corrected and as-built drawings are approved by the government.
The bid notice states a minimum 2-year warranty on workmanship and manufacturer warranties per products.
The government will award one firm-fixed-price contract to the responsible offeror whose quote conforms to the solicitation and represents the best value to the government. The source selection process will utilize FAR parts **** tradeoff and FAR 36 procedures when considering the factors set forth: Factor 1 Technical/Management Approach, Factor 2 Specialized Experience, Factor 3 Schedule, Factor 4 Past Performance, Factor 5 Price. All non-priced factors are equally important. All non-priced factors (Factors 1-4) when combined are approximately equal to price (Factor 5).
Interested contractors must be actively registered in the Small Business Search (www. ***. *. *) and System for Award Management (SAM. gov). Offerors must have an Experience Modification Rate (EMR) that shall not exceed 1. 0 and no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past three years. For technical/management approach, the narratives for site superintendent, quality assurance manager, site safety and health officer, and project manager must show a minimum of five years experience for each respective discipline on a project of similar size, scope, and complexity.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay until the work is completed or accepted.

Offerors with an EMR greater than 1. 0 will be considered ineligible and will not be evaluated. Failure to submit an EMR rating will result in no further consideration of the quote. Quotes which fail to demonstrate the minimum experience for each respective discipline will result in the quote being removed from consideration and the quote shall be ineligible for award. Schedules that do not meet the overall period of performance or other timelines outlined in the Statement of Work/Specifications will result in the quote being removed from consideration and the quote shall be ineligible for award. The exclusion of any major phases of work in the schedule will result in the quote being removed from consideration and the quote shall be ineligible for award.
