This is a two-step broad agency announcement (BAA) for innovative technical approach concept papers addressing space and cyber technologies to counter emerging space threats. Concept papers are due within 60 months, through February 23, 2029. Offerors whose concept papers are of interest may be invited to submit a formal proposal. The government will use government personnel and federally funded research and development contractors for evaluation. Offerors may object to specific companies/personnel within 10 calendar days prior to submission. Concept papers should not exceed 10 pages and should identify if the offeror or a proposed subcontractor is a small business. The anticipated ceiling available for this effort is up to $99 million over the BAA's 5-year active period. The government may terminate work at any time if it no longer meets government requirements. The government may choose to award partial, none, or the full scope of the work proposed. All submissions must be shared at the appropriate classification level.
