The State of Vermont, through the Agency of Administration, Buildings and General Services, is seeking proposals for evaluation services for the five-year Strategic Prevention Framework Partnerships for Success (PFS) grant, funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). The selected contractor will provide comprehensive evaluation services, including data collection, analysis, reporting, and stakeholder engagement, utilizing both quantitative and qualitative methods with an emphasis on community-based qualitative work. The contract period is anticipated to begin around June 1, 2026. Proposals are due by April 17, 2026, at 4:30 PM ET. Bidders must be registered with the Vermont Secretary of State's office and have a Vermont Department of Taxes contractor's business account number.
The bid responses are due by April 17, 2026, at 4:30 PM ET. The contract is anticipated to start on or around June 1, 2026, for a period of five years.
Payment terms are net 30 days from the date the State receives an error-free invoice with all necessary and complete supporting documentation. Invoices shall be submitted not more frequently than monthly.
Awards will be made in the best interest of the State, considering the bidders project approach and methodology, qualifications and experience, ability to provide services within the defined timeline, cost, and success in completing similar projects. Preference will be given to resident bidders and those promoting clean energy.
Bidders must have relevant experience in performing evaluation services as described in the RFP, including experience working with IRBs. They must also provide company details, capabilities, relevant experience, references, and work samples.
The State reserves the right to reject proposals for failure to respond to requests for information, or to terminate a contract upon discovery of a conflict of interest or misrepresentation of information.
There is no mention of a mandatory or optional site visit in the RFP.
The RFP requires bidders to provide at least one example evaluation plan and evaluation report that demonstrates the ability to perform the work.
Questions must be submitted in writing no later than April 3, 2026. Questions or comments not raised in writing on or before this deadline are thereafter waived.
The anticipated funds for this work are $175,000 per grant year.
